Citizen's Group of the St-Georges neighbourhood v. Alcoa

The Superior Court of Quebec has approved a settlement to compensate owners, tenants or residents of the St-Georges neighbourhood in Baie-Comeau for inconveniences and concerns related to air emanations of polycyclic aromatic hydrocarbons from the Alcoa aluminum plant in Baie-Comeau. The settlement was reached without admission of liability by the Alcoa plant.

Criteria to be respected

  • You are or were an owner, tenant or resident
  • of the St-Georges neighbourhood of Baie-Comeau
  • between January 1, 2002 and May 31, 2022

THE CLAIM PERIOD ENDED ON JANUARY 21, 2023.

Currently, we are analyzing claims received following the end of the claims period on January 21, 2023.

Any claims received after January 21, 2023, but before the filing of the claims report, will be denied unless you can demonstrate that you were unable to act earlier.

The Distribution Plan and Claims Protocol provides for four types of damages for which you may receive compensation.

Damages for inconvenience due to dust

To be eligible for compensation for inconvenience due to dust from the Alcoa aluminum plant, you must have resided in the St-George neighbourhood for at least one year between 2002 and 2013 inclusively.

An amount of between $100 and $500 per year depending on the zone could be granted for all adult residents of the same house.

Damages for Concerns about Emanations

You may also be eligible for compensation for concerns about potential exposure to PAHs from the aluminum plant if:

  1. you resided as an adult in the St-George neighbourhood for at least 10 years between August 2002 and the date of your claim;
    OR
  2. you were an adult and resided in the St-George area in 2003 and have resided there for at least 10 years.

Damages for inconvenience caused by work in zone 2

If you resided in Zone 2 of the St-George neighbourhood during the soil remediation work between June and October 2003, you may be eligible for compensation of $250 per month of residence.

Homeowner Claims

If you currently own a building or vacant land located in the St-Georges neighbourhood, you may be eligible for compensation upon presentation of proof of ownership at the time of filing the claim.

In this case, there can only be one claim per property.
